Phoebe Copas is an American woman from Tompkinsville, Ky, who shot and killed an El Paso Uber driver in June 2023.

Phoebe Howard Copas is a 48-year-old American social worker from Tompkinsville in the Commonwealth of Kentucky.

Phoebe Copas gained notoriety in the United States and globally after she shot and killed an El Paso Uber driver simply doing his job, Daniel Piedra Garcia.

Copas is an alumnus of the Western Kentucky University, where she graduated with a Bachelor of Science (BS) in social work in 2007, according to her LinkedIn page. She also attended the Monroe County High School,completing that esteemed institution in 1992.

Per her LinkedIn profile, she’s had dealings with the Commonwealth of Kentucky’s Cabinet for Health and Family Services.

On June 16th 2023, Phoebe Copas from Tompkinsville, Kentucky, was in El Paso, Texas, visiting her boyfriend.

She ordered an Uber and was matched with Daniel Piedra Garcia, an El Paso Uber Driver who ended up getting killed.

Piedra picked up Phoebe Copas, 48, of Tompkinsville, Kentucky, at about 2 p.m. in a gray Nissan Maxima on the West Side and was taking her to Speaking Rock Entertainment Center, 122 S. Old Pueblo Road, to meet with her boyfriend.

As they drove on U.S. 54 southbound in South-Central El Paso, Copas saw traffic signs that showed the words “Juarez, Mexico.” That allegedly led her to believe Piedra was attempting to kidnap her and take her across the border.

Piedra’s niece Didi Lopez said: “What we were told originally was that the lady saw the sign on the freeway that said it was Mexico,” Lopez said. “So, she panicked and thought that my uncle was kidnapping her. And so her instinct was to shoot him and she shot him multiple times in the head.”

When officers arrived at the scene of the murder around 2:20 p.m, they saw Phoebe Copas being helped out of the car by her boyfriend, who she had called prior to calling 911.

Copas then dropped everything she was holding in her hands on the ground, including a brown and silver handgun, according to a charging affidavit.

Officers found Piedra slumped over in the driver’s seat of the car, shot in the head. He was taken to the University Medical Center of El Paso for treatment where he was placed on life support with life-threatening injuries caused by multiple gunshots.

After a few days on life support, his family made the decision to take him off it.

“Originally, they (doctors) told us that he was brain dead due to where the bullet that went in him destroyed his brain,” Lopez said. “Yesterday (Wednesday), they told us that his brain was destroyed, but that there was a percentage of his brain that was still functioning, but that was going to be his status forever. He would need to be on life support forever. There was nothing that they could do. There was nothing.”

The decision to remove him from life support devastated the family, Lopez said.

“His status was not gonna change if we did not disconnect him,” Lopez said. “It was basically just gonna be like in a vegetative state. We didn’t want to see him suffering. We didn’t want him to live out his life like that.

Phoebe Copas originally was arrested on June 16th on suspicion of aggravated assault causing serious bodily injury in connection with the shooting. She was booked into the El Paso County Jail on a $1 million bond.

Following Piedra’s death, the charge was upgraded to murder, El Paso Police Department officials said. Copas’ bond is now set at $1.5 million.

“We want justice,” Lopez said. “It wasn’t fair that that’s how the situation played out. I wish she would’ve spoken up, asked questions, not acted on impulse and make a reckless decision because not only did she ruin our lives, but she ruined her life, too. We just want justice for him. That’s all we’re asking.”

Phoebe Copas currently has a boyfriend who she was visiting in El Paso but appears to have been previously married, according to her Instagram page. She also appears to have a son, according to her Facebook page.

Following the murder of Daniel Piedra Garcia by Phoebe Copas, the family of Garcia launched a Gofundme to help pay for hospital costs and funeral expenses.

Anna Piedra, the wife of the El Paso Uber driver killed by Kentucky woman Phobe Copas, opened the GoFundMe page.

She wrote: “On Friday June 16, 2023 my husband Daniel Piedra was working for Uber when his passenger shot him in the head. He is the sole provider for our family and was unable to work for a while because he hurt his knee at his last job and had to have surgery on April 18, 2023. He was very happy to finally be able to work and bring home income for this tragedy to happen, today we unfortunately had to disconnect my husband as the doctors did not give any chance that he would survive, after being disconnected he sadly passed, the money collected will be used to pay for hospital and funeral expenses and other difficulties that may arise. Thank you and god bless.”

In a 2nd largely similar but different paragraph she added; “On Friday June 16, 2023 my husband Daniel Piedra was working for Uber when his passenger shot him in the head. He is the breadwinner for our family and was unable to work for a while because he hurt his knee at his last job and had to have surgery on April 18, 2023. Daniel Piedra Garcia was a 52-year-old El Paso Uber driver who was shot and killed by Phoebe Copas, 48, of Tompkinsville, Ky.

Copas, who is from Tompkinsville, Kentucky, was in El Paso visiting her boyfriend, according to authorities.

During the ride, Copas saw traffic signs that read ‘Juarez, Mexico,’ according to an arrest affidavit. El Paso is located on the U.S.-Mexico border across from Juarez.

Believing she was being kidnapped and taken to Mexico, Copas reportedly grabbed a handgun from her purse and shot Piedra in the head, according to the affidavit. 

The vehicle he was driving crashed into barriers before coming to a stop on a freeway.

The area where the car crashed was ‘not in close proximity of a bridge, port of entry or other area with immediate access to travel into Mexico,’ a police affidavit stated.

‘The roadway Copas was traveling on is a normal route to drive to the destination requested by the Copas.

‘The investigation does not support that a kidnapping took place or that Piedra was veering from Copas’ destination,’ police said.

Police allege that before she called 911, Copas took a photo of Piedra after the shooting and texted it to her boyfriend.

“When the affidavit came out, it said that she shot my uncle and that she took a picture of him after she shot him and she sent it to her boyfriend, and then she called the police,” Daiel Piedra Garcia’s niece, Didi Lopez said. “She took a photo before calling 911.”

Daniel Piedra Garcia started working with Uber about three weeks ago as a way to supplement his income.

“We believe that was going to be his last ride because he would usually go back home around that time,” Lopez said. “So, he picked her up, but time went on, and so my aunt, his wife, was calling him and calling him and texting him, and he wouldn’t answer his phone. So, then that’s when she started calling everybody else.

“They started calling all the hospitals, trying to see if he was there. And then someone had mentioned the article that came out about an Uber driver being shot. They called the (El Paso Police Department) nonemergency number and then that’s when they told them that it was him. And so for us to go to the hospital. That’s how we found out.”

The Garcia family held a vigil for Daniel Piedra Garcia following his murder by Phoebe Copas. 

Lopez said the vigil was a moment of celebration for her uncle.
