Who was Jessica Frank? Woman and Two Kids Found Shot Dead In Suspected Murder-Suicide

A Monticello woman identified as Jessica L. Frank and her two kids aged 9 and 4 years old were found shot to death in a car in Ramsey, MN on Tuesday.

Anoka County sheriff’s deputies and Ramsey police officers responded to Rum River Central Park shortly before 10 a.m. Tuesday to conduct a welfare check and found a woman and her daughter dead in an SUV, according to Sheriff’s Office spokeswoman Tierney Peters.

Another child, a boy, was found critically injured and was taken by ambulance to a nearby hospital where he was also declared deceased.

Authorities later on Tuesday identified the woman as Jessica Frank, 33, of Monticello, and the two kids were identified as Solara Frank, 9, and her brother Laiken, 4.

Solara was a third grader at Twin Lakes Elementary School whilst Laiken Frank was a student of Discovery Learning preschool.

The Elk River School District notified families who have children attending Twin Lakes Elementary School about the unfortunate discoveries in a statement.

The statement said their mother died as well.

“Our hearts are with the Frank family and all of those impacted during this difficult time,” the statement read.

Sheriff’s Office spokeswoman Peters said Tuesday that “at this point in the investigation, this appears to be an isolated incident, and there is no known threat to the public,”; adding that “No arrests have been made, and law enforcement is not looking for any suspects.”

According to the Star Tribune, the words of the Sheriff’s spokesperson mirror what law enforcement routinely says in cases of suspected murder-suicide.

As of midday Tuesday, the Midwest Medical Examiner’s Office had yet to release the cause and manner of the deaths.
