Who Is Prof Cyril Ndifon? Biography of UNICAL Dean Accused of Sexual Assault

Professor Cyril Ndifon is a professor of law at the University of Calabar who has been accused of s*xual assault by female students.

Female students of the faculty of law at the University of Calabar in Cross River State on Monday, August 14th 2023 held a protest demanding the immediate removal of the Dean of the faculty, Prof. Cyril Ndifon.

Students claim the Dean has been s*xually harassing them for years.

The angry students are seen in the video displaying placards with inscriptions like, “We are tired of sucking big ****”, “Professor Ndifon, let the girls with big breasts breathe. Stop suffocating us,” and “Enough of law school list manipulation.”

Professor Cyril Osim Ndifon is a Nigerian academic and a professor of law at the University of Calabar (UNICAL) in Cross River State. 

He is currently the dean of the faculty of law at UNICAL. 

Professor Cyril Ndifon has a bachelor’s degree in law from Obafemi Awolowo University, Ile Ife in 1989, and two postgraduate degrees (LL.M and Ph.D) in law. 

Professor Ndifon has been accused of s*xual harassment by some female students of UNICAL, who staged a protest on August 14, 2023, calling for his removal as the dean. 

The ladies claimed that he had s*xually assaulted them and threatened them with academic consequences if they refused his advances. 

They also alleged that he had manipulated the law school list and turned the faculty into a brothel

Shockingly, this is not the first time that Professor Cyril Ndifon has faced such allegations. 

In 2015, he was suspended by the vice-chancellor of UNICAL for allegedly r*ping a 20-year-old 400-level student in his office. 

He was later reinstated in 2022 after a court cleared him of the charges. 

However it appears Ndifon has gone right back to his old habits and students have expressed their dissatisfaction with his reinstatement and demanded justice for the victims of his alleged misconduct.

UNICAL Protest 

The protests against Professor Cyril Ndifon by female students of UNICAL occurred on Monday, August 14th 2023.

Video of the protest went viral on Twitter as one user wrote: “D**k FOR GRADE. Unical female Law students have called out their Dean, Prof Cyril Ndifon. Right now they are being threatened and shushed by the establishment,” @ThatNaijaGuy001 captioned the video.

According to reports, following the protests by the female students against Cyril Ndifon, the University is now threatening them with expulsion and other forms of intimidation.

“Female students of the Unical faculty of law are currently protesting against their Dean, Prof Ndifon Cyril. He is allegedly notorious for s*xually harassing female students and they’re saying enough is enough.

“These students are now being threatened with expulsion. Lend a voice,” another tweet read.

Meanwhile, a civil society organization, under the aegis Sacredhearts Gender Protective Initiative in December 2022 questioned the reinstatement and promotion of the dean who was once accused of r*ping a female student in his office.

This was stated in a letter addressed to the Vice Chancellor of the school, Prof. Florence Obi, and made available to BarristerNG. 

The letter, headlined RE: RAPE CASE OF PROF. CYRIL NDIFON, was signed by the organization’s Executive Director, Rosemary Nwafor, PhD, and stated that “Enough is Enough as same will not be business as usual.”

“Madam Vice Chancellor, you will recall that on August 29, 2015, one Prof. Cyril Osim Ndifon, (who is currently the Dean of your Law Faculty) was accused of raping, in his office, a female law student of your University. 

“After a preliminary investigation by the University Management, the said Ndifon was indicted and suspended as staff of the university. An attempt by Ndifon to set aside his suspension by the university was dismissed by a well-delivered judgment by the National Industrial Court on the 21st of September 2016 (vide suit NICN/CAI01/2016).

The group queried the moral standard of the university in reinstating Ndifon, especially while still under investigation – and lo and behold he appears to have gone right back to his old ways.

Professor Cyril Osim Ndifon is a Professor of Law in the University of Calabar, Calabar Nigeria. 

He holds an LL.B degree from the Obafemi Awolowo University, Ile Ife (1989). He also holds two postgraduate degrees (LL.M and Ph.D) in Law. 

He specializes in the areas of comparative criminal law, International humanitarian law and International criminal law. 

By dint of hard work, Prof Ndifon rose through the ranks to the position of a Professor in the Faculty of Law in 2012. 

Professor Ndifon has held many positions of responsibility in the University of Calabar and beyond including Dean, Faculty of Law, Sub-Dean, Faculty of Law, Head of Department, Chairman, Faculty of Law Graduate Board and Examinations Officer. 

Prof. Ndifon has also served as member in various committees within the University such as Senate Examination Malpractice Committee, Senate Examination Results Vetting Committee, Anti-Corruption and Transparency Unit and Committee of Deans. 

Prof. Cyril Ndifon is a consummate researcher with so many academic papers published locally and internationally and therefore has many publications to his credit. 

He has attended many conferences where he presented papers within and outside the country. 

He has also supervised many undergraduate and postgraduate students and some of his supervisees are now Professors of law. 

Cyril Ndifon is also a member of such professional bodies as the Nigerian Bar Association, (NBA), National Association of Law Teachers, and International Literacy Association.

2015 Rape

In 2015, Daily Post reported on alleged r*pe against Cyril Ndifon.

The Dean, Faculty of Law, University of Calabar, Prof. Cyril Ndifon, accused of sexually assaulting a 20-year-old 400-level student in his office, was yesterday suspended by the panel instituted by the school’s Vice Chancellor, Professor Ivara Esu. 

Vanguard reports that Professor Ndifon, the first professor of Law from Cross River State, was briefly arrested and detained by the police and later released on Wednesday before he was suspended. 

Ndifon was accused by mother of the victim, Mrs. Irene Akpan, in a letter sent to the university, alleging that the incident happened between 3 and 5pm on August 29 at the dean’s private office on the top floor of the faculty building. 

Narrating her daughter’s ordeal, Mrs Akpan explained that the dean had set a one-hour test for the students on that Saturday, assigning two lecturers to carry out the supervision.

She alleged that 20 minutes to the end of allotted time, Ndifon entered the hall and ordered the students to stop writing. 

Mrs Akpan said while the students were preparing to submit their answer sheets, Ndifon approached her daughter, tore her answer sheet and left the shreds on the seat. 

Her words: “He walked straight to my daughter’s desk, collected the script and tore it. He left the torn script on her seat, so the girl collected the pieces and put them in her bag.

According to her, you will still have to pass through the faculty before leaving the building. 

“She said as they were leaving, the dean accosted her again and asked if she still had the shredded script, she said yes. 

He instructed her to follow him to the general dean’s office to recopy the answers on another plain sheet, which she did.” 

“The unsuspecting girl followed him to the general office where two people were, including the dean’s secretary. 

The office of the dean is on the first floor of the building, according to my daughter. 

“She said while writing in that office, the dean who had earlier gone out, came in again and instructed her to follow him to his private office on the second floor so that she could comfortably use the table.” 

The victim’s mother said five minutes after getting to his private office, the dean locked the door, concealed the key and started making advances, adding that they struggled but Ndifon subdued her and had sex with the girl. 

She said her daughter was later taken to Airport Police Station, along IBB Way in Calabar, where she gave statement and also had medical examinations at the police clinic.

The Public Relations Officer of the university, Mr. Effiong Eyo, said “A panel has been set up to look into the matter. The authorities are looking seriously into it,” Eyo said.

Also, the state Police Public Relations Officer, Mr. Hogan Bassey, said the command was investigating the case. 

“The case of rape or sexual assault requires discreet investigation and we have to handle it with care”, he stated.
