Tyrell Stephen Phillips has been arrested as the primary suspect in the Ybor City shooting, another mass shooting that rocked America.

Two people died and sixteen others were injured after the Ybor City shooting perpetrated by Tyrell Stephen Phillips.

The shooting occured early on the morning of Sunday, October 29th 2023 during Halloween celebrations.

A fight broke out with gunshots, leaving two people dead and eighteen hospitalized.

According to Tampa Police Chief Lee Bercaw, during a press conference held at the scene, officers responded to the shooting in Tampa just before three in the morning on the 1600 block of East 7th Avenue in the Ybor City area.

According to Bercaw, there were a lot of late-night partygoers in the vicinity at the time of the fight, which took place near a number of bars and clubs. Before the shooting, the police did not know for sure if any of the individuals fighting had been inside any of the bars.

Online footage shows people talking and drinking in the street while dressed as Halloween characters just before gunfire breaks out, causing a stampede.

Sixteen (16) additional victims were quickly triaged at the scene and transported by Tampa Fire Rescue to nearby hospitals with related injuries, fifteen (15) of which were gunshot wounds.

Many of the additional victims, who ranged in age from 18-27 years old, were medically treated and released from the hospital. 

Five remain in the hospital, recovering from their injuries.

Tyrell Stephen Phillips is the 22-year-old Ybor City shooter, who was arrested for perpetrating the Ybor city shooting.

The Ybor City shooter was arrested in Tampa, Florida, in connection with a mass shooting that erupted during Halloween festivities early Sunday. 

The shooting left two people were killed and 18 injured, police said.

According to the Florida residents directory, Tyrell Stephen Phillips is currently listed at 4720 George Rd, Tampa, 33634 Florida and is affiliated with the Florida Democratic Party. 

He is an American male registered to vote in Hillsborough County.

Tampa Police Chief Lee Bercaw said at least two shooters opened fire just before 3 a.m. in the Ybor City area.

Later Sunday he said detectives arrested Tyrell Stephen Phillips, 22, in connection with the shooting and charged him with second-degree murder with a firearm.

“My heart goes out to the families,” Bercaw said in a news briefing posted online. 

He called the gun violence “extremely tragic” and said police would not tolerate it.

“We make arrests quickly,” Bercaw said in the briefing. “We have a sense of urgency and if you are going to be out there with a gun, you are going to pay for it.”

Tampa Mayor Jane Castor, a former city police chief, lamented that Tampa was the focus of national attention for “yet another shooting in our country.”

“We’ve got to say, as a country, that enough is enough,” she said.

According to Tampa police spokeswoman Jonee Lewis, “hundreds” of people were on the streets at the time of Sunday’s Ybor City shootings because numerous nightspots had just closed.

Video posted online shows people, many in Halloween costumes, drinking and talking on the street when about a dozen shots ring out followed seconds later by about eight more. 

A stampede ensued, with some people toppling over metal tables and taking cover behind them.

“It was a disturbance or a fight between two groups. And in this fight between two groups we had hundreds of innocent people involved that were in the way,” Bercaw said.

Police are still investigating the reason for the fight between the two groups, he said.

Tampa Mayor Jane Castor blamed the Ybor City shootings perpetrated by Tyrell Stephen Phillips on easy access to guns.

“Yet again, a senseless loss of life by those choosing to settle a dispute with firearms. Lives lost and others forever changed. To what end?” Castor asked. 

“The Tampa Police Department had 50 officers deployed in the area at the time, so this is not a law enforcement issue,”

“We know how Ybor gets,” said Minna Cohen, a 23-year-old recent University of Tampa graduate. “A lot of crime happens here often. You sometimes know not to go to certain places.”

Her friend, 21-year-old Carolina Londoner, said when the bars all close in the early morning hours the streets are packed and unruly.

“When everyone comes together it gets messy, and it’s that way all night,” she said.

He said the arrest was “possible because of the community coming forward and assisting us.”

Bercaw said the police department received several people reached out through the Tip 411 hotline and reviewed camera footage from the scene.

“If you commit a crime in Tampa, you are going to pay for it and you are going to be charged. 

“Thanks to the community who came forward after we asked for tips, we were able to quickly charge the suspect with second-degree murder in this case.”

“This remains an active and ongoing investigation. Detectives continue to gather evidence and develop leads to determine what led to the shooting and identify and apprehend all parties involved.

“It’s just unfortunate that these late night, early morning incidents are occurring where you have disputes that in the past may have been settled in a verbal argument and at the very worst, a physical fight,” said Tampa Mayor Jane Castor.

The Tampa Field Division of the Bureau of Alcohol, Tobacco, Firearms and Explosives were also on the scene to assist with the investigation, the agency said in a statement on X Sunday afternoon.

“BREAKING: @ATF_Tampa agents are on scene & actively supporting  @TampaPD’s investigation into this shooting,” the statement read.

Police say two handguns were recovered at the scene, one of which was stolen. They are looking into whether other shooters were involved.

State Attorney Suzy Lopez said her office is working side by side with law enforcement in responding to Sunday’s shooting by Tyrell Stephen Phillips.

“We will assist in the investigation and stand ready to vigorously prosecute anyone who resorts to senseless gun violence and harms our community,” Lopez said Sunday afternoon.

Ybor City is a historic neighborhood just northeast of downtown Tampa, Florida, United States. 

It was founded in the 1880s by Vicente Martinez-Ybor and other cigar manufacturers and populated by thousands of immigrants, mainly from Cuba, Spain, and Italy. 

For the next 50 years, workers in Ybor City’s cigar factories rolled hundreds of millions of cigars annually.

Ybor City was unique in the American South as a successful town almost entirely populated and owned by immigrants. 

The neighborhood had features unusual among contemporary communities in the south, most notably its multiethnic and multiracial population and their many mutual aid societies.

The cigar industry employed thousands of well-paid workers, helping Tampa grow from an economically depressed village to a bustling city in about 20 years and giving it the nickname “Cigar City”.

Ybor City grew and flourished from the 1890s until the Great Depression of the 1930s, when a drop in demand for fine cigars reduced the number of cigar factories and mechanization in the cigar industry greatly reduced employment opportunities in the neighborhood. 

This process accelerated after World War II, and a steady exodus of residents and businesses continued until large areas of the formerly vibrant neighborhood were virtually abandoned by the late 1970s. 

Attempts at redevelopment failed until the 1980s, when an influx of artists began a slow process of gentrification.
