As officers responded to the area, the caller told dispatchers that he and his mother, and another female, were able to barricade themselves in another room of the house.
But he also said Moreira was still somewhere inside the home.
Barnstable police arrived on scene and were able to safely evacuate the family out of the home through a window.
The Cape Cod Regional SWAT Team arrived a short time later and took command of the incident.
Police say Moreira fired on a SWAT ballistic vehicle, also shooting periodically near officers surrounding the house.
“Later in the standoff, the Massachusetts State Police deployed a robotic dog inside the home in a further attempt to locate and convince Moreira to come out of the home, but he shot the robot and partially disabled it,” the Barnstable Police Department said in a press release.
Homes in the vicinity of the standoff were evacuated by police for a time and nearby schools issued a shelter-in-place order.
Barnstable Public Schools said Barnstable High School, Barnstable Intermediate School, Hyannis West Elementary School, Enoch Cobb Early Learning Center, Barnstable Community Innovation School, and the district’s Transportation and Facilities Office all enacted the security precaution.
Barnstable police said that after seven hours of continual negotiations, Justin Moreira of Hyannis still refused to come out of the house.
The SWAT team then deployed a form of pepper spray in the home, but Moreira remained inside.
Law enforcement then used a specialty ballistic vehicle with an attached demolition tool to forcibly encourage Moreira to exit the home.
He was then taken into custody without injury by the SWAT team.
He is currently being held at the Barnstable Police Department and is scheduled to be arraigned in Barnstable District Court Thursday.

“Moreira was later located at his residence and taken into custody by members of the Barnstable Patrol Unit without incident.
“Members of the Barnstable Patrol Unit and Detective Division then executed a search warrant at Moreira’s Hyannis residence, however no firearms were located at that time.
“Moreira was charged with Making Terroristic Threats and was ordered held without bail. He is scheduled for arraignment at the Barnstable District Court Tuesday June 1, 2022.

It’s unclear how that case was eventually resolved to allow him back causing havoc in the streets just two years later.

Hyannis is the largest of the seven villages in the town of Barnstable, Massachusetts, in the United States.
It is the commercial and transportation hub of Cape Cod and was designated an urban area at the 1990 census.
Because of this, many refer to Hyannis as the “Capital of the Cape”.
It contains a majority of the Barnstable Town offices and two important shopping districts: the historic downtown Main Street and the Route 132 Commercial District, including Cape Cod Mall and Independence Park, headquarters of Cape Cod Potato Chips.
Cape Cod Hospital in Hyannis is the largest on Cape Cod.
Hyannis is a major tourist destination and the primary ferry boat and general aviation link for passengers and freight to Nantucket Island.
Hyannis also provides secondary passenger access to the island of Martha’s Vineyard, with the primary passenger access to Martha’s Vineyard being located in Woods Hole, a village in the nearby town of Falmouth.
Due to its large natural harbor, Hyannis is the largest recreational boating and second largest commercial fishing port on Cape Cod, behind only Provincetown.
The village is the namesake of the former United States Naval ship USS Hyannis (YTB-817).
The village was named after Iyannough, a sachem of the Cummaquid tribe.
Hyannis has an ocean-moderated humid continental climate (Dfb under Köppen), which is close to an oceanic climate (Cfb).
Summers are even closer to Dfa, or Cfa, a humid subtropical climate, under 1991 to 2020 normals.
