James Cooper, 46, has been charged with driving while under the influence.

The news went viral late Sunday a driver had hit the motorcade of President Biden.

An iconic photo of Cooper looking bemused as the Secret Service bore down on him hit social media and sparked numerous reactions.

His identity was initially not released but with him being named as James Cooper of Wilmington, Delaware, we take a look at what we know about him in this article.

James Cooper Wilmington De is a 46-year-old African-American male who was arrested for ramming the motorcade of U.S. President Joe Biden.

News went viral Sunday night that  a car collided with a motorcade SUV that was part of the president’s security detail

Biden and First Lady Jill Biden had just left his campaign headquarters when the collision occurred.

Joe and Jill Biden just emerged from the Biden-Harris 2024 headquarters in rainy downtown Wilmington at 8:07 p.m. (0107 GMT) after having a meal with members of his re-election team when the crash occured.

Moments after Biden responded to a question from a reporter a silver sedan with Delaware license plates hit what seemed to be a motorcade SUV shielding the motorcade at the intersection across from the entrance of the campaign headquarters.

A video on social media appears to show Biden confused at first after the crash, which caused a loud bang on the street.

US Secret Service surrounded the silver sedan that caused the crash, telling the male driver – now identified as James Cooper Wilmington De, to put his hands up.

Cooper’s silver sedan sustained damage in the impact.

A couple of videos shared to Twitter (X) showed the crash caused by James Cooper Wilmington De in detail.

A crowd of journalists that were on the scene said “Whoa,”after a loud boom and a rev of an engine could be heard at an intersection near the building, according to a video that was posted on X, formerly known as Twitter.

User Josh Wingrove who shared the video wrote: “A car collided with part of Biden’s parked motorcade tonight in Wilmington — it just rammed into an SUV that had closed down a street while Biden attended a campaign event,” 

A second video showed Biden walking toward a vehicle, waving to reporters before the collision.

After a bang, Biden and his Secret Service agents turned toward the sound before they quickly led him into the vehicle. 

Biden was whisked away from the scene unharmed.

Secret Service agents surrounded the sedan of James Cooper Wilmington De with guns drawn as he held up his hands while talking to secret service agents.

Initially, only a photo of Cooper was available, showing he was an African American male.

Later on, more information emerged after he was arrested and charged.

James Cooper, the driver of a car that struck an SUV in President Joe Biden’s motorcade Sunday night as he left his campaign headquarters, has been charged with DUI according to authorities in Wilmington, Delaware.

“Following our investigation, Wilmington Police have determined that this was an accidental collision, and have charged the driver of the striking vehicle – a 46-year-old Wilmington man – with Driving a Vehicle Under the Influence of Alcohol and Inattentive Driving,” Wilmington Police Department Communications Director David Karas told CNN on Monday.

The US Secret Service confirmed that a vehicle in the motorcade was hit by another car as Biden got into his car. 

In a statement, the Secret Service suggested the collision was an accident.

“There was no protective interest associated with this event, and the president’s motorcade departed without incident,” said special agent Steve Kopak, a spokesperson for the Secret Service.

According to the Guardian, conditions in downtown Delaware were rainy on Sunday night as a heavy rainstorm began to hit the region. 

Power outages were being reported in the state, and a flood warning was in place until Monday morning.

The Wilmington police department said in a statement that their officers are investigating the collision and confirmed there were no injuries.

“Investigators are also working to determine if impairment was a factor,” the department said.

Cooper was also charged with inattentive driving in addition to the DUI.

He has since been released from custody and given a summons to appear in court at a later date.

Some reactions spotted on social media mocked the fact that the culprit, James Cooper Wilmington De was African American.

“The mainstream media was not happy that the man who drove into Biden’s motorcade was not a Trump supporter/white supremacist,” Matthew Nichol wrote on X (formerly Twitter).

“First the MSM tried to ‘splain it away as “probably caused by heavy rain”, but now they’re grudgingly admitting it was caused by alcohol, as in he was charged wtih DUI. 🤣” one follower concurred.

According to the NY Post, this isn’t the first time Biden’s motorcade has been involved in an accident while the president was in his hometown.

In 2020, the then-president-elect’s motorcade collided with a vehicle on the road, leaving a state trooper and a 77-year-old woman with minor injuries.
